NDC Status

Lebanon submitted its third NDC in September 2025. 

Key highlights from the NDC
  • Lebanon’s third NDC represents a significant progression in the country's climate commitment despite severe national crises.
  • The NDC includes enhanced targets and measures to reduce emissions, setting an unconditional target of 22 percent and a conditional target of 33 percent  below the Business-As-Usual scenario, by 2035.
  • Lebanon’s NDC expands  adaptation measures from seven to eight priority sectors, adding Tourism. The NDC also systematically integrates Nature-based Solutions as a core strategy for achieving resilience, positioning them as a ‘first line of defence’.
  • The NDC specifies a need for significant external financial support to achieve its conditional targets and highlights an estimated US$327.5 million grant and loan pipeline from the Green Climate Fund. It establishes the Lebanon Green Investment Facility (LGIF) - with an initial estimated private-sector pipeline of $150 million - to mobilize climate finance, attract private investment, and ensure the financial sustainability of climate actions.
  • The NDC was developed through extensive collaboration and consultation with key stakeholders, with technical support from UNDP.
NAP Status

Lebanon launched its National Adaptation Plan (NAP) process for 2025–2035 in September 2025. Lebanon’s NAP is currently in development with UNDP’s support and GCF Readiness and focuses on increasing resilience of municipal water resources. 

Transparency is key to ensuring that everyone is doing their part to keep global warming to well below 2°C.
As climate change impacts intensify, finance for mitigation and adaptation becomes crucial for Lebanon.
