Chibulu Luo (Lulu) coordinates and oversees the strategic work and activities of UNDP’s Sustainable Energy Hub. She has over seven years of program and analytical experience in the energy sector and providing policy and programming support to energy and climate change projects at both global and country levels. She has additional expertise in energy modeling (GHG emissions and decarbonization scenarios) in the context of fast-growing African cities. ​ 

Prior to joining UNDP, Lulu worked with the Climate Investment Funds (CIF), the International Finance Corporation (IFC), and the Global Environment Facility (GEF), among other global development institutions.

She holds a Master of Engineering Management from Duke University (US), a Master of Mechanical Engineering from the University of Warwick (UK), and a Ph.D. in Civil Engineering from the University of Toronto (Canada).
