Liberia submitted its third NDC in September 2025.
Key highlights from the NDC
- Liberia’s third NDC explicitly commits to achieving net-zero emissions by 2050 and to reducing greenhouse gas emissions by 64 percent below business-as-usual (BAU) levels, by 2035, using 2022 as the new base year—reflecting a fourfold increase in absolute reduction ambition compared to the country’s previous NDC.
- The NDC targets include expanding renewable energy to 75 percent of on-grid generation, installing 150 MW of new renewable capacity, promoting clean cooking for 200,000 households, and deploying 2,000 electric tricycles and cleaner public transport.
- Liberia’s third NDC expands mitigation efforts beyond forestry and energy to include transport and waste management and introduces measurable co-benefits for adaptation. The inclusion of gender, children, youth, and local communities’ engagement, also marks a progressive shift toward inclusive climate governance.
- The NDC also emphasises coherence with biodiversity conservation, the Rio Conventions, and the Sustainable Development Goals.
Liberia highlights that achieving NDC targets will require significant international support, including grants, concessional loans, and carbon market mechanisms under Article 6. - The NDC was supported by UNDP’s Climate Promise.as well as a range of UN entities, including FAO, UN Women, UNICEF, UNECA, UNEP, WHO, UNFAP and UNCDF. Beyond the UN, other partners included Action Aid, Medica Liberia, bilateral agencies, and national stakeholders across all 15 counties.
NAP Status
Liberia submitted its National Adaptation Plan (2020-2030) to the UNFCCC in 2021 with support from UNDP and GCF Readiness. The NAP focuses on investment planning in climate-sensitive sectors and coastal areas.
