Montenegro submitted its third NDC in February 2025.
Key highlights from the NDC
- Montenegro’s updated NDC demonstrates a more ambitious mitigation commitment compared to the previous NDC by strengthening its 2030 greenhouse gas emission reduction target, expanding sectoral and gas coverage, as well as policy measures.
- Montenegro commits to domestic reduction of net GHG emissions by at least 55 percent by 2030 and 60 percent by 2035, compared to 1990, Its previous 2030 target was 30 percent. This economy-wide NDC now includes the LULUCF sector , along with expanded mitigation measures across agriculture, industry, transport, infrastructure, and waste sectors.
- The implementation of this NDC is estimated to cost EUR €1.57 billion with an additional €1.26 billion needed to meet the requirements for EU accession by 2035.
- Montenegro’s NDC recognizes the critical importance of adaptation in its updated NDC noting its consideration and alignment to its National Adaptation Plan.
- Through the NDC, Montenegro highlighted its commitment to promote gender equality, social inclusion and youth engagement, as well as recognizing the right to a clean, healthy and sustainable environment.
- Montenegro’s updated NDC was developed with strong technical support from UNDP on the NDC revision process.
NAP Status
- Montenegro is receiving support for the development of its NAP from UNDP and GCF Readiness funding to improve the country’s institutional capacity for long-term adaptation planning.
