Pledge to Impact Programme

The Pledge to Impact Programme is a leading global effort to advance climate action. The programme links global policy processes to national and local action by leveraging Nationally Determined Contributions (NDCs) under the Paris Agreement.

Launched in 2022, the Pledge to Impact Programme is providing support to countries across three key pillars: raising ambition on NDC targets and aligning them with the Sustainable Development Goals (SDGs), helping accelerate the implementation of NDCs by making them more investible, and enabling whole-of-society approaches to ensure inclusivity in the formulation, implementation and monitoring of NDC goals.

To deliver this support, the programme employs a country-driven process through which partner governments identify priority activities and needs for the enhancement and implementation of their NDCs.

As of 2025, the Pledge to Impact Programme is delivering targeted support to 111 countries and territories, representing one third of global greenhouse gas emissions. This includes 29 Least Developed Countries, 23 Small Island Developing States and 16 higher emitters.

As a result of the programme’s support to date:

  • 33 countries developed and/or implemented inclusive policies and measures to support NDC implementation;
  • 33 countries strengthened their institutional capacities for NDC implementation;
  • 23 countries developed finance strategies or plans for national climate action. Some of these include gender-responsive measures and/or are linked to Integrated National Financing Frameworks, development plans or green recovery strategies;
  • 35 countries have strengthened processes to empower key actors (e.g. Indigenous Peoples, women, youth and vulnerable groups) to participate in or lead on NDC actions;
  • 23 countries strengthened coordination mechanisms to support whole-of-government climate action.

Ahead of COP30, the Pledge to Impact Programme will continue to support countries to prepare more ambitious NDCs, with at least 90 countries planning activities under this workstream. The programme is also working in close collaboration with the NDC Partnership and the UNFCCC to monitor countries’ intentions to submit third-generation NDCs in the 2025 cycle.
