NDC Status

Ukraine submitted its second NDC in November 2025.

Key highlights from the NDC
  • Ukraine's latest NDC is framed within the country's legal commitment to achieve climate neutrality by 2050, as reflected in the 2024 Law on the Main Principles of the State Climate Policy.
  • Ukraine commits to an economy-wide absolute greenhouse gas (GHG) reduction target of more than 65 percent by 2035 compared to 1990 levels, covering all sectors and gases not controlled by the Montreal Protocol. The target builds upon and strengthens the previous NDC by extending the timeframe and reinforcing long-term decarbonization planning consistent with the updated Long-Term Low Emission Development Strategy.
  • The NDC includes scaling renewable energy, phasing out coal power by 2035, enhancing energy efficiency, and reducing non-CO, gases such as methane.
  • The document explicitly references the integration of adaptation and biodiversity objectives, in line with the Strategy for Environmental Security and Adaptation to Climate Change until 2030, update of the National Biodiversity Strategy and the forthcoming National Adaptation Strategy.
  • The NDC also institutionalizes gender equality as a principle of climate policy; emphasizes just transition, including through the State Target Programme for the Just Transition of Coal Regions (to 2030); and ensures participation of youth and vulnerable groups.
  • While the latest NDC does not provide quantified implementation-cost estimates, it references the post-war reconstruction and green-recovery needs identified in the Rapid Damage and Needs Assessment, US$ 176 billion in direct damages and $524 billion in recovery needs over the next decade, positioning NDC implementation as a framework for integrating green reconstruction and mobilizing international recovery support.
  • The development of Ukraine's Long Term Low Emission Development Strategies (LT-LEDS was supported by UNDP and is currently under government consideration.

Ukraine submitted its Climate Change Adaptation Communication to the UNFCCC in May 2024. This document includes its National Adaptation Plan and broader adaptation goals.
