NDC Status

Vanuatu submitted its third NDC in September 2025.

Key highlights from the NDC
  • Vanuatu's third NDC explicitly references the 1.5°C goal and states it fully adheres to the outcomes of the Global Stocktake (GST).
  • On mitigation, Vanuatu articulates an economy-wide ambition expressed through quantified outcomes to 2035, including a framing target of reducing emissions to 68.3 percent of current levels by 2035, delivered through measures across key sectors including energy, transport, Agriculture, Forestry, and Other Land Use (AFOLU), and waste (reflecting strengthened sectoral coverage).
  • On adaptation, the NDC significantly elaborates priorities and actions across food and water security, coastal and ocean resilience, health, disaster risk reduction, resilient infrastructure and settlements. The adaptation component also elevates loss and damage with dedicated targets.
  • The NDC integrates strong cross-cutting commitments, emphasizing gender equality, youth, inclusion and human rights, and links implementation to sustainable development outcomes.
  • On finance, Vanuatu identifies approximately US$ 3 billion in needs over the next decade and highlights a mix of public, concessional and innovative sources, including a Climate Finance Country Platform to support coordination and pipeline development.
  • Vanuatu acknowledges the support of UNICEF for sector consultation and mobilization and GGGI for their support on developing their third NDC.
