Peru submitted its third NDC in November 2025.
Key highlights from the NDC
- Peru’s third NDC reaffirms its commitment to reducing greenhouse gas (GHG) emissions in a manner consistent with its national circumstances and across the entire economy, setting a target of not exceeding 179 million tons of CO₂e by 2035, in line with the national goal of achieving carbon neutrality by 2050.
- The NDC introduces sector-specific decarbonization roadmaps for GHG-emitting sectors, with clear sectoral commitments for both mitigation and adaptation. It also incorporates commitments on climate and territorial governance, and integrates key cross-cutting approaches such as circular economy, the progressive phase-out of hydrofluorocarbons (HFCs), and attention to loss and damage associated with climate change, in comparison with the previous NDC.
- The adaptation component includes two new thematic areas: climate-induced displacement and the promotion of green jobs. The NDC also underscores the need to develop a loss and damage roadmap, and recognizes the differentiated impacts of climate change on women, children and vulnerable populations.
- UNDP, together with other partners, provided technical and methodological support during the preparation of this new NDC, helping to ensure a participatory and inclusive process that involved a broad range of state and non-state actors.
NAP Status
Peru submitted its National Adaptation Plan to the UNFCCC in 2021.
