Somalia submitted its third NDC in June 2025.
Key highlights from the NDC
- As a Least Developed Country, Somalia contributes minimally to global emissions (0.019 percent). Despite this, Somalia has set a target in its third NDC to reduce greenhouse gas emissions by 34 percent by 2035. This represents an increase in mitigation ambition, compared to its previous NDC.
- The plan covers all major greenhouse gas emissions across key sectors: Energy, Agriculture, LULUCF, Transportation, Waste, and Industrial Processes and Product Use.
- The NDC significantly prioritizes adaptation, outlining an estimated US$6.33 billion investment for adaptation measures from 2025-2035, with a strong focus on enhancing climate-resilient agriculture, improving water resource management, strengthening public health systems, and building resilient infrastructure and urban areas.
- The NDC emphasizes cross-cutting elements such as gender equality, youth and vulnerable groups inclusion, climate justice, and a just transition. It also addresses loss and damage, with past climate losses estimated at 3.3 percent of GDP.
- Total financial needs for both mitigation and adaptation are projected at approximately $11.5 billion. Somalia plans to secure this through a blend of domestic resources, international climate funds, carbon market mechanisms, and innovative financing, including a Diaspora Climate Fund.
- UNDP, in collaboration with FAO and the NDC Partnership, provided crucial support for the NDC stocktake assessment and the development of Somalia’s third NDC.
NAP Status
Somalia is receiving support for the development of its National Adaptation Plan from UNDP and GCF Readiness funding and is currently strengthening the national and state-level capacity and coordination for climate change adaptation planning.
