Eloina provides technical and oversight support to the GEF-funded Climate Change Enabling Activities (National Communications, Biennial Update Reports, Biennial Transparency Reports) and Capacity Building Initiative for Transparency portfolio projects for all regions. With over 8 years of experience in climate policy on administrative and technical management of projects, combining her research background to integrate prioritized actions into policy changes, she has worked for the public sector at the federal level, academic sector and international organizations including UN agencies (UNDP, WMO) and multilateral bank institutions (IADB).
She holds a Master’s degree in Environmental Engineering from the National Autonomous University of Mexico.
