Lebanon: Fuel-efficient transport NAMA

Facing high congestion and heavy reliance on an aging, private car and micro-bus fleet in the Greater Beirut Area, Lebanon developed a Nationally Appropriate Mitigation Action (NAMA) to transition to fuel-efficient vehicles in the private transport sector. The NAMA will complement the development of improved public transport systems down the road.

This project proposes a car fleet renewal system accompanied by a scrapping programme to introduce fuel-efficient cars in the market and dispose of old polluting cars in an environmentally sound way. The NAMA has been approved by the Council of Ministers in 2017 and accordingly, a tax incentive scheme on hybrid and electric cars has been enacted in 2018 (Law 79/2018).

Already today, the transport sector in Lebanon is one of the major sectors in the economy contributing to greenhouse gas emissions - estimated at around 21%of total national emissions. These emissions include only land transport, since rail transport is inexistent, and both domestic aviation and water-borne navigation are negligible(MoE, GEF, & UNDP, 2011).

The NAMA was developed under the UNDP Low Emission Capacity-Building (LECB) Programme, (predecessor programme to the NDC Support Programme), with generous funding from the European Commission (EC), the German Federal Ministry for the Environment,Nature Conservation, and Nuclear Safety (BMU), and the Australian Government.
