Given its status, Kosovo is not a party to the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, and therefore not required to submit NDCs.

However, in 2021, Kosovo initiated a discussion with international stakeholders to prepare a voluntary NDC. With support from Japan, Kosovo has reestablished the Climate Change Council, initiating the process of developing the voluntary NDC.

The voluntary NDC will be based on Kosovo’s target to reduce greenhouse gas emissions by 8.95 Mt CO2e by 2030. This is a reduction of approximately 16.3% compared to 2016 levels.

In addition, Kosovo is planning to increase the share of renewable energy in the energy mix to 32% by 2030.

The voluntary NDC will also include adaptation measures in the following sectors:

  • Water
  • Agriculture, forestry, and other land use
  • Biodiversity
  • Health
